Neighborhood Watch/Crime Prevention

Nell Frewin-Hays graduated from Newcomb College of Tulane University in 1976 with a Bachelor of Science dNELL HAYSegree in Biology and a minor in Education. In 1993 Nell successfully completed the Broward County Citizen’s Police Academy. She continued her education in Crime Prevention and attained the designation of Crime Prevention Practitioner in 2004. Nell also holds various other crime prevention certifications including Crime Prevention Through Environmental Design Practitioner, Florida Elder Crime Prevention Practitioner, Introduction to Community Policing, Ethical Issues and Decisions in Law Enforcement, Forgery and Fraud Awareness and Crime Data Analysis. In 2004 she completed an Associates of Science degree in Criminal Justice from South Florida Community College and was inducted into the Phi Theta Kappa honor society. In 2008 she was selected FCPA Crime Prevention Practitioner of the Year. In 2011 she attained a Master Public Information Officer certification.

Nell Frewin-Hays has been employed by the Highlands County Sheriff’s Office in the Crime Prevention Unit in various capacities for the past 12 years, following a 25 year career in golf course management. Her current title is Crime Prevention Practitioner. Her responsibilities include working with the business community on crime prevention issues, presenting programs to educate the public on Neighborhood Watch and other safety issues and conducting commercial and residential security surveys. She is also responsible for coordinating Bank Watch, Golf Watch and other business watch programs and has produced a DVD on Golf Course Crime Prevention Techniques. She is President of the Suncoast Crime Prevention Association and Region 6 Director for the Florida Crime Prevention Association.

Crime Prevention Unit provides information and assistance on a wide variety of topics and activities. Live group presentations by speakers are available as well as information brochures. We are committed to our residents and will continually strive to work harmoniously and professionally within our communities and our schools. We believe in promoting a keen awareness to crime and the dangers associated with this activity, through innovative prevention education, mentoring, intervention and interaction, in order to keep our residents and our children safe and crime free.
